Boys And Girls Club Week Set For June 22 Through June 26

Rockwall will recognize Boys and Girls Club Week later this month. Club leaders said about 200 youth and teens are signed up for summer programming, and council members pointed to the club as a steady place for kids who need structure, mentors, and a safe place after school or during summer.

Historical Foundation Gives America 250 Banners To Rockwall

The Rockwall County Historical Foundation presented commemorative America 250 banners to the city and said 344 banners are now hanging across the county. Leaders said the project was meant to celebrate the nation’s 250th anniversary and Rockwall’s role in it.

Council Appoints Karen Williams To Planning And Zoning Commission

Following executive session, council appointed Karen Williams to fill the remainder of a Planning and Zoning Commission term and extended that seat through August 2028. The move fills the vacancy left by John Hageman after he joined council.

Council Backs Several Zoning Cases For New Homes And Industrial Uses

Council approved three residential infill requests by Javier Silva of JMS Custom Homes for lots in the Kinsey Addition and the B.F. Boydston Addition. Members also approved a zoning change for light industrial use and another for heavy commercial use, along with a specific use permit for a commercial antenna. The cases drew little public comment and were approved after Planning and Zoning had already recommended them.

Rayburn Electric Golf Project Wins Narrow Council Approval

Council approved a specific use permit for Rayburn Electric’s golf driving range concept, including a structure that can exceed 60 feet in height, with a final vote of 6 to 1. Several council members said they still wanted more clarity on lighting and neighborhood effects, but the project moved forward with the height cap set at 150 feet, with staff allowed to approve up to 200 feet if engineering supports it.

Sids Road Will Be Renamed Rayburn Way

Council also approved renaming Sids Road to Rayburn Way, with the change taking effect 45 days later so staff can notify utilities, emergency services, and property owners. The move recognizes Rayburn Electric’s growing campus and investment in the area.

Seawolf Concession Deal Gets Renewed

The city renewed its concession agreement with Sail the Sea Wolf, operated by Billy Self, for another five years. Self told council most of the boat’s riders come from outside Rockwall and said the harbor work and breakwall plans will help protect the city’s waterfront.

Park Plans Get A Major Reset After Long Debate

Council spent a long stretch debating early concepts for two future parks, Alma Williams Howard Park and Ben A. Klutz Senior Park, but did not settle the designs. For Alma Williams Howard, council leaned toward a mixed-use sports park with more baseball and soccer fields, restrooms, shade, and a larger role for the skate park and playground. For the Klutz park, members pushed for a more natural layout with trails, boardwalks, education areas, restrooms, and better connection to the cemetery and family history. Both plans are coming back next month with more detail.

Boat Ramp Grant Faces A Hard Choice

Council then revisited the state highway 66 boat ramp grant and had to choose between canceling the grant or going back to the original parking-heavy plan. Texas Parks and Wildlife rejected the city’s preferred option, so council voted 4 to 3 to move forward with the original grant plan rather than give up the funding. Staff said the state would not accept any middle ground.

Comprehensive Plan Gets Council Direction To Move Forward

Council also reviewed the Hometown 2040 comprehensive plan updates and gave staff the go-ahead to keep moving. Members asked for clearer language that next-generation housing does not mean multifamily, said the downtown study should protect Rockwall’s existing character, and supported more work on 276 corridor standards, thoroughfare planning, and park land policy. Staff said the plan will still need zoning changes and follow-up studies, especially for downtown and 276.

This week's signal is clear: Rockwall is still moving on growth, infrastructure, and long range planning, even when the votes get tight. Council kept the SH 66 boat ramp funding alive, advanced zoning and naming changes, and set up another round on two future parks and the Hometown 2040 plan. The next set of meetings looks like decision time all over again.
