Planning Panel Tells Builders To Tighten Designs, Then Picks New Vice Chair

At the May 26, 2026 Planning and Zoning Commission meeting, members spent much of the night reviewing building designs, fence issues, and zoning requests that could shape homes and commercial projects across Rockwall. The decisions and comments touched downtown property owners, families looking to rebuild, and developers bringing new shops and offices to town.

Hanby Insurance Facade Gets Green Light With Conditions

The commission approved a minor waiver for 107 N. Goliad St., where Hanby Insurance wants to replace worn doors and windows, add a black sign insert, and repaint some trim and canopy black. Staff said the black would go beyond downtown rules, but commissioners were comfortable with the request after hearing the building’s wood pieces were deteriorating. The project still has to fit within downtown’s look, so the final version will need to stay close to what was discussed.

Fence Mistake At 403B S. Clark St. Gets A Second Look

Commissioners also approved an exception for a fence at 403B S. Clark St. after city staff found the posts were installed facing outward instead of inward as required. The owner said the fence was built while he was out of town and later wrapped the exposed posts in cedar to soften the look. Staff said the fence does not appear to hurt nearby properties, and the commission gave the project a pass with a supermajority vote.

Shane Is Elected Vice Chair

The commission voted to make David Shane vice chairman after the seat opened when John Hageman moved on to City Council. Commissioner Hilliard made the nomination, Commissioner Bentley seconded it, and the vote went through 5-0. Shane will now help lead the commission’s meetings and step in when needed.

Walker Rebuild Moves Toward June Hearing

A zoning change request for 1204 Maryland Lane will head to a June 9 public hearing. The property burned down in January, and builder James Rowland said the goal is to rebuild a 2,050-square-foot home for the Walkers, who are non-ambulatory. If approved, the rezoning would still need a specific use permit, so the family is not at the finish line yet.

Carnellas Road Home Plan Heads To June 9

Another request, this one for 520 Carnellas Road, also moves to the June 9 hearing. The owner, Elliot Huff, wants to change the land from agricultural to single-family use so a home can be built on the back half of the property. He said the lot is being replatted for two homes, one for his family and one for his in-laws.

Lynn Drive Home Wants New Materials

The commission reviewed a request tied to 178 Lynn Drive, where a home had already been approved last year. The applicant is now asking to switch the exterior from a mix of Hardie board and brick to all Hardie board, and staff noted the garage already has an approved setback waiver. Since no applicant was present, the item will return at the June 9 public hearing.

Office Warehouse Plan Draws Parking Questions

A site plan for an office warehouse project west of Capitol Boulevard and Data Drive ran into questions over parking and access. Staff said spaces inside a gated middle area will not count toward required parking, and commissioners flagged the layout around roll-up doors and outdoor storage. The applicant was not there, so the plan will need more work before it can move forward.

South FM 549 Office Building Gets A Close Review

A 20,000-square-foot office building planned near 5133 S. FM 549 drew a simpler round of questions. The applicant said the project will replace an existing house at the corner near 7-Eleven and the new McDonald’s, and commissioners asked about the parking layout near an existing batting facility. The response was that the extra parking would improve the site, and the item stays on track for the June hearing.

Ridge Road Retail Plan Gets Sent Back For More Design Work

A strip retail center at 2200 Ridge Road came back after an earlier denial without prejudice, and staff said the applicant has already reduced the number of requested variances. The Architectural Review Board still wants clearer roof and parapet plans and better screening for rooftop equipment. The project will need another look before the city can decide whether it fits the Scenic Overlay district.

John King And Park Hills Coffee Shop Plan Faces More Work

A coffee shop and second retail building near Park Hills Boulevard and John King Boulevard also drew a lot of review. The developer said the project includes a local coffee concept with roasting, outdoor space, and drive-through service, but staff and commissioners still want more detail on berms, screening, parking, and utility placement. The plan is not done yet, and the applicant said updated drawings and section views will come back.

Retail Center Near SH276 Needs More Overlay Compliance

Another retail project at the southeast corner of John King Boulevard and SH276 is also headed back for more design work. Staff said the Architecture Review Board wanted the applicant to better meet overlay district standards, and the project includes multiple buildings with retail, restaurant, and a likely drive-through use. The applicant said the architect is already working with city staff, but the final version still needs to line up with the rules.

The week’s momentum is clear: smaller fixes can move, but larger projects are getting pushed to show cleaner parking, screening, and overlay compliance before they advance. That means real movement for families trying to rebuild and property owners ready to improve sites, while commissioners set a firmer tone on what makes it through. Rockwall is not slowing down, it is tightening the standard and teeing up a busy June.
